Professional Recertification Marketing, inc (PRMi) was formed to provide online Continuing Education for Mortgage Loan Officers to meet their certification requirements prior to Broker and Lender license renewal in in states requiring certification. This particular e-commerce directed marketing company produces one product - access to on-line purchase of downloadable continuing education, programmed instruction, over the Internet by pointing customers to those sites offering its course work for professional licenses through a mix of traditional advertising and new media. A need existed for I-Training packages to raise the bar on credentials in the mortgage lending industry. In 2001, Maryland implemented a requirement for covered employees of Mortgage Lenders and Brokers to complete 20 hours of continuing education prior to bi-annual license renewal. |

Use of programmed instruction takes applicants through required updates and basic doctrine to assure their familiarity with federal and state compliance. Beta testing was completed in third quarter 2003 and sales achieved our projected goals. Program acceptance far exceeded our expectations. Our initial thoughts were "its too easy". Those who took the course thought it was right on target and several thought it too difficult. On average, comments implied it took them out of their box and they learned more than they ever would've through other sources. Competition to our programmed learning is limited. Currently, Corporate brokerages and lenders must either send their covered employees to on-site or off-site classes where their only requirement is to attend 20 hours of instruction. It is certified that they attend by individual contractors with no pass or fail requirement. Our largest on-line competitor uses books or downloaded materials and a simple test to certify covered employees. When a student completes a test, they fax or mail it in and a certificate is mailed back. Other competition comes from seminar providers requiring logisitics planning and set times for students to travel to classrooms, thus imposing schedule changes to comply. We offer a Virtual Library of reference materials online, bookmarked to each question. We collect fees online, register them and gather enough information to offer credentials, and issue a certificate online immediately after completion of training. All this can be automated so State regulators can audit certifications and in the future automatically issue license renewals every two years. To date, our courses are offered to brokers and loan officers in Florida, Illinois, Maryland, Ohio, Oklahoma, Pennsylvania, and Texas. |

History of PRMi's first market it is penetrating is rather short. In 1999, several States determined to thwart predatory lending and other abuses of mortgage lending products to generate commissions rather than assist homeowners finance their properties. By end of 2003 seven states developed regulations mandating Continuing Education requirements for Loan Originators from Broker level through Loan Officer. In total 42 state's are considering such regulations. Initial market's combined target audience of over 13,000 members of Maryland’s Mortgage Brokers and Lender organizations – regardless of size and number of employees. Our market can quadruple this next year. Our market expanded in 2004 to include Florida, Illinois, Maryland, Oklahoma, Pennsylvania, and Texas. A total of 42 states are active members of the American Association of Residential Mortgage Regulators and are developing their regulations towards a nationwide standard. Our market continues to expand as States legislate similar Continuing Education requirements for their mortgage professionals. As desireable as seminars are to raise money for associations, there are many concerns presented by providers selling certificates for signing-in or receiving study materials through snail mail without proctors, or accountability. On-line, programmed instruction courses offer mechanisms to deliver materals, guide students through a learning path and can examine their knowledge of a subject before advancing them to printing out their certificate. Accountability is inherent in data-base programming not only allowing reandom question assignments to each student, it can record progress, control performance, and facilitate record keeping for review without a great deal of labor intensive sorting, filing or paper pushing - all too familiar with under staffed bureaucracies. In Maryland alone, Mortgage Broker and Lender organizations range in size from one broker to more than 500 fee earners as reported (Fed Stats). There are about a dozen individuals and contract firms offering training segments through classrooms and snail mail. It requires a great deal of coordination to assure all employees are recertified biannually using these services, but the industry is young and naive. Time of certification is slow due to scheduling, availability, and follow up on the licensees. And, in recent history in Florida with four Hurricanes, we anticipate that many brokers will look to our course for its ease of compliance and immediacy to meet renewal requirements in order to meet demand for refinancing how restorations. Speeding up the process through e-prmi.com appeals to many of the larger firms because the coordination is simply sign-on and complete the program. Covered employees can learn at their own speed and can have up to 14 days to complete the 20-hour requirement. Most complete course modules in one session and immediately receive a "Certificate of Compliance". Market expansion is exponential to over $1 billion when considering other professional market niches.

Professional Recertification Marketing, Inc.’s program takes applicants through required Federal and State law plus electives to assess ethics and use of Fanny Mae's Universal Mortgage Application (Form 1003). It allows them to progress to certification upon demonstration that they have read and are knowledgeable about their professional requirements, ethics and regulation updates. It allows them to complete the entire requirement through one source at their convenience and requires very little coordination for the Brokerage to recertify its covered employees. There are no delays due to "snail mail" and no hunting for reference materials because each of the areas of instruction are linked to appropriate government regulations, documents, and agency regulations and statutes in our virtual library. To be completely candid, our program allows the customer (individual, broker, bank, or corporation) control over his employees’ recertification without the need for complex scheduling and accounting procedures. We accept credit cards through PayPal.com for each "applicant" prior to their taking the training, issue a receipt for that expense, upon completion issue an online certificate; and we have capability to forward that information to State records for accumulation prior to license renewal every two years. |

First real students went through in Mid-October 2003 to meet Maryland's compliance date of December 31st and grace period of January 31, 2004. Both an email program and fax program have been used each of three months to generate sales. Introduction to Florida's 14,000 Brokers and Lenders was through an automated phone message followed by four hurricanes and two additional calls to 1,500 foreign state brokers. We have found that many applicants to our course learn about it through referrals and state approved provider lists on their websites. When we can get an active link embedded it multiples our enrollments. Our courses include: As of September, 2004, PRMI offers six courses with state modules for both Maryland and Florida meeting loan officer needs for complete or partial requirements plus two modules of electives.
